Further discussion on strategy for growth and Glasgow University may be a possible future target.
MINUTES OF LAST MEETING
The minutes of the previous meeting held on 15th April 2015 were approved.
a)Ninewells Porters Dispute was discussed with a message of support from the Education RISC.
Educational Branches will discuss at their next meetings to consider a financial donation to the dispute fund with certain branches already making a donation.
b)New Delegates Expenses Form enclosed with Agenda and Minutes.
National Committee Report
a)New Joint Negotiating Committee for Higher Educational Staff. Settlement Offer 2015/2016 document was discussed with a view that the higher % increase for the low points of the Pay Spine was good with Point 1 of spine equating to the current living wage foundation figure.
Concerns raised whether members are prepared to take industrial action if offer is rejected.
The Unite Educational Sector Committee (NISC) could not recommend the offer and it was decided that the offer would go out to all Higher Educational Branches, stating that this was the best that could be achieved by negotiation. If members were to reject this final offer, there would be a full statutory ballot, that any improvement would need sustained by industrial action in the Autumn.
RISC delegates suggested that a consultative ballot paper should have consistent wording on the ballot paper and RISC Secretary to e-mail suggestion to National Officer. ACTIONED
b)Further Education - There was discussion on the Bargaining Agenda and pay negotiations for this sector. There are protracted negotiations on National Recognition.
It was noted that the density of Unite membership in this part of the sector is smaller than Higher Education and the difficulty of encouraging reps on to the RISC although there may be an opportunity to encourage at the next RISC Conference.

A written report (attached) was submitted by Robert Liddell and the following was discussed.

c)Area Activists Committee Review.
d)Political Levy - RISC delegates discussed this topic in depth and it was agreed to invite Head of Campaigns, Research and Political, Jackson Cullinane along to a RISC meeting.
e)Unite Rules Conference.
f) Election of Regional Committee Delegates to Conferences and Committees.
Branch Workplace Reports
Written reports submitted and discussed by the RISC Delegates (see attached) and there was also discussion and concerns raised on the major reduction of International Students numbers within certain Universities within Scotland.
Discussion/Concerns raised on reduced staffing numbers within Universities.
Opportunity for Unite Reps to request customised training courses through Unite Educational Department.
Regional Officers Report
a)Alison Maclean reported on the STUC Forum set up to look at Trade Unions future priorities and opportunities within the Education Sector in Scotland and to discuss/lobby the Scottish Government. Request feedback from RISC delegates on issues and a list was provided to Alison.
b)University Scotland meeting 10th June 2015, Gary Hannan will attend in Alison’s absence.
c)May 2015 Unite Bargaining Brief enclosed with Agenda.
d)Ninewells & Royal Victoria Porters Dispute Newsletter distributed.

a)Regional Industrial Sector Conference to be arranged for September 2015 where all reps in Educational Sector will be invited to attend.
b)Job Evaluation Courses for Reps.
c)Well wishes passed on to Regional Officer, Richard Whyte.
Due to conference a date is still to be arranged.
